DOWNTOWN NORWAY FACADE IMPROVEMENT GRANT
What is the Facade Improvement Grant?
The Downtown Norway Facade Improvement Grant Program helps property and business owners invest in the exterior appearance of buildings within the Downtown Norway DDA district. The program offers up to 70% reimbursement, with a maximum award of $20,000, for approved exterior improvements — while helping preserve the historic character that makes Main Street worth visiting.
Applications for the 2026–2027 fiscal year are open now and must be submitted by 4:00 PM on October 30, 2026.

Here is how it works:
We suggest a pre-application meeting. Before you apply, feel free to contact the DDA Coordinator to talk through your project and confirm it fits the program guidelines.
Prepare your application packet. This includes a project narrative, existing photos, renderings or sketches of the proposed work, contractor bids, proof of paid property taxes, insurance documentation, and a completed W-9.
Submit your completed application. Email the full packet as a single PDF to dda@norwaymi.gov, or drop it off at the Downtown Development Authority, 915 Main Street, Norway, MI 49870, or mail to: P.O. Box 99, Norway, MI 49870-0099.
The DDA reviews and scores your application, and reaches a funding decision.
If awarded, complete your project within one year of written notification, then request final payment.
Eligibility at a glance:
Building must be located within the Downtown Norway DDA district.
Applicant must be current on all property taxes and City of Norway accounts.
Improvements must be permanent (not seasonal or temporary) and visible from a public street, alley, or parking lot.
Only commercial, professional, or mixed-use buildings qualify — with the ground floor as a majority business use Work must be performed by a licensed contractor.
What the grant can help fund:
Storefront and entryway improvements, awnings and exterior lighting, signage, doors and windows, historic restoration work, and painting — each as part of a comprehensive facade project. It does not cover routine maintenance, interior renovations, landscaping, parking lots, or labor performed by the applicant.
Note: Grant funds are reimbursed after the project is complete and paid for in full — this is not an upfront payment. Applicants must match at least 30% of the total project cost.
