Façade Improvement Grant Program
The City of Norway Downtown Development Authority (the “DDA”) established this Façade Improvement Grant Program in order to utilize public funds to stimulate commercial investment. The DDA does not intend to mandate specific design criteria, however, the DDA also recognizes the importance of maintaining the historic integrity of the DDA district. By upgrading the appearance of Norway through this program, our community will be more attractive to local residents, tourists, and potential investors.
The Downtown Norway Façade Improvement Grant Program is now accepting applications for the 2025–2026 fiscal year. Complete application packets must be submitted by December 1, 2025, at 4:00 p.m. This program offers up to 70% reimbursement, with a maximum award of $20,000, to assist with approved exterior improvements to commercial and mixed-use buildings located within the Downtown Norway district.
This program is administered by the City of Norway Downtown Development Authority (DDA).

Eligibility Reminder
Only commercial or mixed-use properties located within the Downtown Norway DDA District are eligible for funding consideration. Applicants must be current on all property taxes and city accounts.
